“Substitution,” “Restraint” and “Reduction” during the Manitoba Beer and Liquor Strikes of 1978

SUMMARY. When a strike by liquor outlet employees sharply reduced the availability of distilled spirits and wine, there was little substitution of beer and a decrease in over-all consumption of alcohol. A strike by brewery workers led to the substitution of other alcoholic beverages for beer and to a minimal decrease in over-all consumption.
